BACKGROUND
This meeting is the first official step towards the realization of the IPA Project “S.I.P.PA.S.” which was contracted by the EU to the University of Naples “Parthenope” through a call for proposals. It lasts for 24 months and has a budget of EUR 500,000.
“S.I.P.PA.S.” is the acronym for “Stabilisation and Integration Policies for the BiH Public Administration System” and it also indicates the general objective of the Project which is to support the integration process of Bosnia and Herzegovina in the European Union by educating civil servants for the harmonisation of the local public system with European principles and policies.
Achieving this goal is necessary for Bosnia and Herzegovina which – along with other Western Balkan Countries – has been identified as a potential candidate for EU membership and, for this reason, has signed the Stabilisation and Association Agreement (SAA) which entered into force in June 2015, and submitted a EU membership application.
To facilitate the BiH public administration system in achieving the objective of integration and legislative harmonisation, the “S.I.P.PA.S.” Project foresees the implementation of two Summer Schools (to be held in BiH) and one First-level University Master course (hosted in Italy). These courses will be focus mainly on the economic, legal and sociological analysis of the phenomenon of corruption in the national as well as in the international framework and European Union strategies for the integration of Member States and Pre-Accession countries, specifically by improving their internal policies on anti-corruption and Public Administration efficiency and transparency.
Specific objective of the “S.I.P.PA.S.” courses is to train BiH civil servants to raise the levels of efficiency, transparency and legality of the Public Administration and thus facilitate the pre-accession process to the European Union. Participation is free of charge and financial contributions will be assigned to participants to cover travel and subsistence costs.
